This is (Arthur) Neville Chamberlain (1869-1940) who was Prime Minister of Great Britain from 1937 to 1940.
Chamberlain's policy towards European dictators, notably Mussolini and Hitler, was one of appeasement. He was anxious to avoid war at all costs - as were many others, with World War I having ended only in 1918.
When Hitler threatened Czech territory in 1938, Chamberlain went to Munich to negotiate with him. He came back with an agreement which, he famously claimed, would bring "peace in our time." The agreement gave Germany the Sudetenland, formerly part of Germany and now Czech.
However, Hitler not only took back the Sudetenland but invaded the whole of Czechoslovakia in March 1939. In September of that year he also invaded Poland, forcing England and France to declare war on Germany. Chamberlain's "peace" had lasted less than a year; he resigned in 1940 and was replaced by Winston Churchill.
