That would make me feel terrible, but I would not feel responsible. If you didn't burn the house down or ask someone to do it or create and direct the lightning strike that started it,  or do other intentional acts to cause the house to burn, I cannot think you have any legal responsibility.  You might feel badly for having said angry words, but legal responsibility?  No.  As far as moral responsibility, that is a personal choice and will depend on how you live your life.  So what to do for the neighbor, I say remember he or she is still a person who has suffered at least two bad things on this day, and in my mind the right thing to do would be to offer her your assistance if she needs or wants it, and apologize for an angry words, which you should do with anyone anyway.

You can say that you are sorry that you said that, and that you are sorry that they suffered such a loss. Maybe help this person to get some clothing, and food, or whatever you can do for them. It isn't your thoughts that made this happen, and you shouldn't feel responsible for it. Hope this helps. Best of luck to you.

      Shouting vehemently is also displeasing.
