If you mean does she have to go into heat to get pregnant, yes as stated. If you mean should she be bleeding when you think she's pregnant, no. She would need to see a vet. Aside from the problem with that itself, your dog may not have gotten pregnant when she was in heat but gotten a horrible infection called pyometra which needs treatment by a veterinarian. So if you think your dog should be pregnant and she's bleeding take her to the vet.
