When Does A Tenant Become A Tenant?
I am a Landlord. One of my renters had a persona move in that was not on the lease. 3 weeks went by and I did not contest it. At what point did this person become a tenant by Operation of Law?

Legally no one can become a tenant if he/she has not signed the lease papers. So the person that moved in did not become the tenant at all, as he did not sign the lease with you. Even if he is there on sharing basis, you should have been informed by the other tenants that he has moved in. By law he is still not a tenant.
