Brad is my best friend and we talk on the phone and I really like him. My friends know I like him. But I think everyone knows I like him. Well anyway we went to the Caro fair together and I touched his hair and his belly but he liked it when I touched him and we were flirting all night.

Girls can tell if a guy likes them or not. If you are best friends, observe if he is just being brotherly or friendly to you. You might be risking something you are not prepared to lose. Maybe ask him a hypothetical question:
Brad, my friend Angela who likes her best friend so much and would like to ask him out, do you think it is OK to do so?
