You need to find the fraction of a mole of NaCl that sea water contains. 1 mole of any substance = its atomic or molecular mass in grams.

Atomic Mass of Cl = 35.4
Atomic Mass of Na = 22.98
Molecular mass of NaCl = 58.38

The number you gave for the mass of NaCl in 1 litre of sea water is 1/2.085 of the molecular mass of NaCl - so the molar strength of sea water (given your figure) is approximately 0.5 mol.
