There are 7 days in each week and 4 weeks in each month. Each month however does not have an equal amount of days. 30 days have September, April, June and November all the rest have 31 except for February alone which has 28 unless in leap-year when it has 29.

Use 4.3 weeks per month. That works out to almost 13 weeks in three months.
A quick check;
if you divide the 30 day months by 7 it comes out to 4.28
31 day months divided by 7 is 4.14 weeks
29 days (leap year February) is 4.42 weeks
28 days (non-leap year February) is 4 weeks exactly
So we use 4.3 to simplify things.
