If you are a newbie to make a website. I suggest you to use a free hosting for your first trial. For example : www.ecdomain.com you have learned and advanced skills, then go for paid hosting for the long run.

Go to Freewebs.com they offer a site builder there that is free to use you can also purchase a domain name for $20 a year and it allows you to keep your website running on there server. It is a good tool if you are just learning how to get into web design.
