There are many many "depends on..." to answer this question. For example, are you actually attempting to open a MAPI mailbox or a POP3 or IMAP mailbox?

If MAPI, over the internet, you either need to have a VPN established into your network first or your outlook client has to be able to connect with RPC over HTTP and the front end Exchange server has to allow this type of connection. Typically, students and regular home type users do not use this type of connection. This means you configured the wrong server type.

Most schools and public internet service providers require their clients (e.g. You) to use POP and some allow IMAP. This means, you need to open outloook and from the tools menu, configure a POP3 email client. Your ISP will be able to provide  you with the proper mail settings for the SMTP and POP3 servers as well as the proper format for your username and other security settings.
