Open up the access panels to get to the heating elements in the water heater. Take the wires off the elements use a ohm meter to check for continuity. If your ohm meter does not show anything at all you have a open circuit, this means the heating element you just tested is no good. Your local hardware store sells these. If you tested it and it showed resistance or continuity then I would look at the thermostat.

It sounds like the elements are burnt out. They can be easily changed, unless scaling is a problem. There are 2 styles, typically, a screw- in and a bolt-in style. With the power off, meter out the top and bottom elements, and replace any that have no resistance reading. (don't forget to drain tank before changing, and after power off)
