Sounds like you may have a fungus on your magnolia.
You can try mixing 1 tablespoon of Dawn dish washing liquid per one gallon of water, put it in a sprayer and spray the heck out of your magnolia with it. Make sure that you spray when the leaves are not hot.
I use a 2 gallon sprayer like you mix bug spray in. You can pick one up at most hardware or home supply stores if you don't already have one.
