My Hazmat Delivery Fee For Home Delivery Keeps Going Up, Is This A Federal Charge Or Is It Whatever The Company Wants To Charge?

Propane gas prices are based on consumption not on what you order, can't lower the price without using more gas, the hazmat delivery fee keeps going up who gets that fee and does the company set the price.

So this hazmat fee is optional from the company to the consumer - they can pass on or charge whatever they want - no regulation on it, correct?
Since I see some gas bills have the charge and some don't.
Is there any way to get around the consumption issue -I can't get the price down because I don't you enough gas and even if you have a larger tank and order more they won't reduce the price unless you consumer more
Impossible for one person - the propane price is not regulated and they can charge one person 2.99 a gallon and the person next door on the same delivery day 5.56 - any suggestions on what to do

Companies that transport hazardous materials are charged special fees by state-level transport department, as well as by the US Transportation Security Administration (TSA). Ever since the 9/11 attacks, these fees have been on the rise and propane suppliers have simply decided to pass much of this on to consumers, instead of absorbing the costs themselves.
