If it tests as live, but nothing will operate, it sounds to me like the neutral lead is not connected somewhere.  Are you using a meter or a test light?  The reason I ask this is if you are using a test light, it will glow when in contact with a live lead, even if the neutral lead is unattached to anything.  You can hold one lead of a test light in your hand, and touch the other lead to the live lead.. And it will glow.  You can even touch the live lead with one lead of the test light, and not touch the other lead of the test light to anything, and it will faintly glow.  This can be misleading to people making it appear that there is a complete circuit.  If you use a meter, and attach it to both leads, it will not give a reading unless both the live and the neutral leads are hooked up properly.

Get a polarity tester. Even if its wired in reverse, it'll still show 120v most appliances today are polarity sensitive. You can get a tester at most hardware store.

I did change the wiring to the opposite of what it was and there was no change. It still did not operate any electrical device. Any other suggestions?
