There are lots of options to considering from using a cheap and cheerful normal shed to a custom builing designed specifically to be an office. Depending on how big the structure is also effects if you need planning permission. Electricity and heating are also issues to be looked at, if you are going to use the office in the winter then you'll need insulation which ups the cost, and what ever you will need power and telecoms put in which might affect where to put it.

I have a garden office which I use for multi purpose and it was small enough to not require planning permission. I also use wifi and cordless phone from my main house which means I didnt have to put in a broadband line seperately, but this is possible as its only 15 or so metres away.

Planning permission for a garden offices is not just about size of building, in fact this is the least important aspect. You have to whether you are living in a conservation area, whether you have a public highway [this includes tracks and paths] nearer to your office than to your house, whether the office is within 5m of your house etc etc

Power and communications are easier than you might expect. You will need an armoured cable from your house consumer unit to another consumer unit in your office. This is straight forward job for electrican and should cost a few hundred pounds. The easiest way get communications is through wireless devices which are now fairly cheap. You will need a well insulated office with secure doors and windows. To save you from having to paint it and re-roof it every few years make it from low maintenace materials. It will be more expensive short term, but cheaper in the long run.
