I Have A Female Papillion (10 Months Old). Been In Heat 5 Weeks And She's Still In Heat, And She's Bleeding A Lot More Than Our Other Papillions. I Was Wondering If That Was Normal. Should I Be Concerned?

I would take her to a vet. She shouldn't be bleeding for 5 solid weeks (if I understood you correctly).
It could possibly be an infection.
