It is not normal for a cat's teeth to fall out and indicates periodontal disease is present. The incisors are the smallest teeth and are often first affected. The remaining teeth likely have disease but are not to the point of falling out. This cat needs to be examined by a veterinarian to determine the extent of the disease. It is likely your cat will need a dental cleaning and may need extraction of abscessed teeth.
