What Is Put On Top Of The Weed Fabric If You Want To Plant Some Grass Or Plants?
If dirt is used on top of the fabric, wouldn't that cause some weeds to grow over the weed control fabric?

The weeds can still grow, but the fabric is used to keep them from getting deep roots in the garden which would make them harder to pull out.
