How Long Does Should We Have To Wait To Have A Broken Door Lock Fixed?

PA tenant law We told our landlord on Sept. 22nd that the door lock was broken and it still hasn't been fixed. Also, the landlord bought the property off of some people over a year ago and he hasn't changed the locks. Should they be changed in a legal way? Also, he is refusing to give us the key to the front door of the house. Is he allowed to do this? We only have a key for the side door.
