No; in fact this is the reason that the U.S. state of Nevada is called "the marriage (and divorce ...) capital of the world."
Myriad wedding chapels will issue a license on the spot. Then, if you have two witnesses -- they'll be happy to provide you with them -- and a ring will immediately perform a quasi-religious, legal ceremony.
One caveat: Recently, Vegas marriage chapels stopped being open 24 hours a day. So you can no longer get hitched at 2:30 a.m. after a night of drinkin' and gamblin', as did poor Brittney Spears, apparently.
In the 1930-'60s, Nevada was famed for granting "quickie divorces." But you had to establish residency for six weeks beforehand. For this reason, there were many "divorcee ranches," that were also dude ranches, in the Las Vegas and Reno areas. Many celebrities got their divorces this way -- as did my own grandparents.
