The word 'padded' is the past tense of the word 'pad'. A pad is basically a thin cushion like accumulation of material that is soft which serves to fill something or give a shape to something. It is also used as a protection against scratching or scraping oneself against something, basically to prevent injury.
To pad something means basically to stuff it with soft material. Padded bras are commonly used by women to enhance their assets.
A padded cell is a room in a mental asylum or a home for mental patients. This particular room has walls which are lined with cushions. This is chiefly done in order to prevent suicide among the mental patients. The patients are likely to hurtle themselves or bang their head on cement walls and severely injure or even kill themselves. The pads thus prevent such a calamity from taking place.
