I would try your local pennysaver magazine..they have a lot of them in there or your local humane society..

Shillong in India. People here do not care for puppy. You will find lot of cute puppy there if you want. Nobody will charge you for this.. Anybody who is interested can adopt this puppy. You can get lot and lots of puppy... It's really CUTE.... Hope you wouldn't go there just for puppy.

You can check in your local newspaper sometimes people put ads in that are giving away some puppies

You have to be careful no matter where you go, but the least of you worries would be a shelter or rescue center and they usually only charge an adoption fee to cover vet and care expenses. Otherwise take your chances with local papers, and craigslist.com I do hope you find a happy healthy puppy.
