I am not sure exactly what you are asking.  The cat only gets fed a single teaspoon of food?  That seems like nowhere near enough food to me.  Or is that in addition to a larger quantity of the dry food.  I would use enough water to moisten the food without making it soupy but so it is not hard either.  Do you have an emergency number for your Uncle so you can clarify the instructions?

He could mean 1 tsp of wet food mixed into dry. One tsp of water in dry food to moisten. Only logical conclusion.
