    Both are operating system, windows 98 is used for lower systems like P1 etc, the main difference is of features, windows XP is a new version of Windows 98, you do not need to install drivers in windows XP, while in windows 98 you have to install all drivers one by one.

      Windows 98 is no longer supported and is obsolete for most any usage.
