Assuming you mean Georgia, USA, you'll need a blood test, a marriage license, and then you can just go before a justice of the peace, or you could do a small wedding at a wedding chapel with just you, your maid of honor, him and his best man, and a few close friends.  The nice thing about doing that is they usually have a professional photographer on hand, and the photos are well worth the cost.  You're only doing this once, and you're so young and beautiful and good-looking, and absolutely everything is possible.  You'll really regret not having pictures once you're older and life has taken its toll on your looks and bodies.  The chapel is usually also set up with pretty arches, lace, ribbons, and flowers and stuff, which you won't have to pay much for since all their weddings use the same setting and flowers.  And the music is also included.  Just make sure you get a look at the photographer's previous work.  Ask if s/he has a web page, too, and Google him/her.

You must be of majority age. Then you will need to obtain a license issued by the county courthouse.  unfortunately no blood tests have been required since the late 80's.  you may be married by any notary public or the justice of the peace, both of which can be found at the courthouse.  good luck & congrats!
