Was 'Billy The Kid' Actually Pardoned By The Governor Of The New Mexico In The Summer Of 2007?

The Governor of New Mexico said on TV he would give Billy the Kid (the infamous or famous western outlaw) a pardon if some-one demonstrated sufficient evidence for him to do so. A group of historians set out to convince the Governor in a TV documentary. So my question is did Billy the Kid get his pardon?

    A man claiming to be Billy the Kid, known as Brushy Bill.  An attempt to get a pardon was made in 1949, but it was not granted as the governor was unconvinced that Brushy Bill was in fact Billy the Kid.

    The debate is still on-going, even though there are numerous facts that give pretty good weight to Brushy Bill's story.

    In February 10, 2001, an attempt was made to get a pardon by the New Mexico state legislature, but they determined that the legislators did not have the power to grant such a pardon.

    Last I heard, Gov Bill Richardson was still "considering" the request.  I could find no online references stating that he had been pardoned since then.
