Is Opt-con Eye Drops Good For A Cat Eye Infection?

My cat's left eye looks as if it has fluid in it and it keeps running.

Your cat needs to see a veterinarian to diagnose the problem with the eye.  Conjunctivitis (a superficial infection of the eye) can lead to discharge, redness, and irritation.  Allergies are less common in cats and do not usually result in eye drainage.  This product appears to treat allergic ocular irritation in people.  This is most likely not the problem with this cat and I would not use it.
Do NOT use water and table salt.  This changes the osmolality of the eye and can be very irritation or abrasive.
Do NOT use a Chloramphenicol product without consulting your veterinarian.  This drug can cause aplastic anemia (a non-regenerative decrease in red blood cells) in people.  It is NOT an ophthalmic drug used commonly treated in cats for conjunctivitis.
Please see your veterinarian for appropriate diagnosis and treatment.

You shouldn't really use human products for animals unless a veterinary surgeon tells you otherwise.
I am from the UK and and not familiar with Opcon eye drops but have Googled them and the only active ingredients are an antihistamine and a redness reducer (vasoconstrictor). Neither of these ingredients will fight infections. If you cat does have an eye infection, this product will not help.

You will more than likely need a product which contains a chemical called Chloramphenicol, a bacteriostatic antimicrobial (antibiotic) particularly effective on eye borne infections.

If you cannot obtain these, I would suggest bathing the eye with a solution of table salt in warm water, several times a day. If your cats eye problems don't improve over a week, please seek veterinary advice!!

I would use Visine for Allergies, and if it don't start clearing up take he/she to the vet.  Good Luck.
