Some of the links there are for paid services, and others only provide general information (like jail visiting hours). Some links (like data on sex offenders) are now kept on state-wide websites, instead.  Other stuff is right there, like Most Wanted lists, or immediately searchable, like the property assessor's records.

As noted on the Monterey records site, you can also access most of the same records by visiting the main public library in the county.  There will be a designated records section and probably a designated librarian to oversee those records.  That librarian will help you find what you are looking for.
