Flow sensors that I have used have a flapper that is inserted into the vehicle through which flow is to be monitored. In the no flow situation the flapper remains perpendicular to the path of the flow. It is held in that position by a spring or a magnet. As flow starts and as it increases the flapper is forced more parallel to the flow. The more the flapper is moved the greater the voltage generated by the sensor. A measure of the voltage indicates the amount of flow.

Any PLC with an analog input can be used to monitor the flow sensor. One great PLC I have used to monitor flow is from ---} Parallel Machines {---

One application is: A system designed to monitor and control the flow of machine coolant. The PLC must monitor the temperature of the machine, the rate of flow of the coolant, and open or close a valve to change the flow as the temperature of the machine changes.
