I have been using Ulead's Photoimpact for several years now and have found it ideal for my purposes. It is written for the PC rather than the Mac and is therefore used more in the home than in the office environment.
The programme is easy to install and runs very well on today's machines. It is a bit easier to learn to use than Photoshop with a useful help section. Anyone that has used Photoshop will find this programme straightforward.
I will not go into all the functions or details of the software but you can rest assured that it will do everything that Photoshop can do. It handles all file types including RAW.
Ulead have an excellent supporting website and I have received answers to technical queries within twenty four hours.
To sum up if you are a PC user and you are looking for high quality photo editing software at a sensible price then look no further. This software is a fraction of the price of Photoshop and it is in my opinion an equal. Do not be put off by the lower price this is serious software and serves professional users as well as serious amateurs.
I have to agree with hoby. I have been using Photoimpact for quite some time now and it is very user friendly and I haven't found much that you can't do with it. It has many features for enhancing photos, adding sun, moon, stars, lightning, fireworks, etc. The "Extract Image" is awesome. With this you can extract something or someone from a photo easily, save it to your Image Library and then drag it into any photo you wish. I use this feature often. You can go to Ulead.com and download this for a 30 day free trial. If you try it, I do believe you will pay for the license to keep it. If you really want to see what you can do with Photoimpact, go to my website and click on the section for "Bald Eagles" and then write to me at dalegardnersr@hotmail.com and tell me on the first page of the Bald Eagles (on that page there are 24 photos), how many of those photos are real. I believe you may be surprised. pbase.com
