The stimulus check comes to American citizens who file their income taxes before the due date for that year, for example this year 2009 you file your 2008 taxes by the due date coming soon in 2009 and then the treasury will know to send a stimulus check to you in around May or June 2009 depending on what group the last 2 digits of your social security number group is in, depends on when you will receive it, maybe in May or you may be grouped in with those that receive it at approximately the end of July.
