My son is telling me that inside of his penis hurts and he is 11 years old.

No it doesn't. See the urologist. Is he having problem with the urination. ? It might be an infection. See the doctor. It could be serious also.

No puberty doesn't make the penis hurt, it sounds like he has a urinary tract infection, or kidney infection, i had one or 2 around the same age and my mom took me to our local clinic and they gave me these pills and it was good as new in a week or so, i feel bad for your son, it is quite painful

Guys usually don't even start puberty till 13 or 14 so i agree, its probably a urinary tract infection
