    According to expert studies, Pakistan owns good fertile soil which contains a high content of calcium carbonate and low content of organic matter. They have been brought under cultivation with the help of a well organized system of irrigation. Without the well-drawn and well-knit program and system of canals, there would have been no green farmland, fruit gardens and pastures.
    In our study on climate and rainfall, we have formed our firm beliefs that annual rainfall in Pakistan both in summer and winter is generally low and climate is dry and extreme. This hard fact necessitated scientific handling of water problems in other words, the problems of irrigation, besides scientific handling of utilization of the waters of our rivers.
    It is claimed that Pakistan has the world's largest system of integrated irrigation network, commanding an area of over 15.39 million hectares in the Indus basin, the Peshawar valley and in the flat plains of the Punjab and Sind. These irrigation canals were so well-designed and scientifically defensive natured against drought and depended more or less on the run of the river supplies.
