Here's a list of possibilities; please double check whether prices include all the types of insurance that you would like.  Car hire places are notorious for trying to sell you unnecessary insurance products or (conversely) quoting a price that doesn't include comprehensive insurance cover.  Also, make sure that you can drive the car okay; most car rentals in Europe are standard transmission (not automatic).  Extras like child carseats are not included in the prices quoted, either.

Easycar.com.  Prices start from US $36 per day, excluding any surcharges for young drivers.

Expedia offer a car-booking service, with prices for hire from Rome airports starting at about £20/day (that's with Avis, or about US $33, so cheaper than Easycar).

Car-rentals.co.uk.  They act as a portal for big names like Alamo, Europcar, Budget, Hertz.  They may be restricted to pick-ups / drop-offs only at airports, though.  Prices start at around 25 euros per day (cheaper again), and are supposedly inclusive of all necessary insurance cover.
