The Congress, as compared to Muslim League had obtained an outstanding success in the elections held in 1937, under the Government of India Act, 1935, and was , therefore, invited by the Governors to form its cabinets in the provinces it had been declared a majority party. The Congress adopted a rigid attitude in regard to the forming of cabinets and refused to cooperate with the Muslim League even in the Muslim majority provinces. As soon as the cabinet making work was completed, Congress openly got itself involved in anti-Muslim activities. There occurred such sad events which discovered the dangerous design of Congress. The result was that some ardent supporters of Congress began to hate this organization. It is not possible here to give a detailed analysis of the Congress activities to crush Muslims and other backward communities; however, some of the events in this connection are briefly stated here.
Three coloured flag: As soon as the ministry constructing work was over, the Congress hoisted three-coloured flags on all official and important non-official buildings. It indicated that Congress was the only representative organization of the Indian people. To Muslims it was an open challenge, as for years and years in the past they had been observing the hostile attitude of Congress towards Islam and its followers. They would never recognize it as their representative party. Besides Muslim parties, there were also other political parties who resented the three-coloured flag but it was most resented by Muslims. The flag became the cause of Hindu-Muslim riots at various places but the Congress was the least touched.
