If I Phoned The Hospital And Said I Was A Brother Or Sister Of A Patient Would They Tell Me Over The Phone About Them?

Well, that completely outrageous. Normally Hospitals have no objection on telling people about their relatives admitted in the hospital. This is only a reassurance for them and hospital staff has no right to take it away. Legally they cannot adopt such policy unless and until they are told so by the patient or his/her relatives.
