Is It Now Legal To Turn Right On Red When A Pedestrian Is Present, In Colorado?
I have noticed increasing violations and much confusion.

Colorado is a "Right on Red" state but I know that here in CA (Which is also Right on Red--which means you still have to stop to make sure it is safe to proceed) Pedestrians ALWAYS have the right of way.

Colorado is a "Right on Red" but in Colorado the "Pedestrian Right-of-way" Law prevails over the "Right on Red" law. Meaning if a pedestrian is in the crosswalk while you are making a right turn you must yield to the pedestrian.

That's what I had figured. There are increasing numbers of signs stating no right turn on red when a pedestrian is present. I think this may be confusing people into thinking they don't need to yeild when there is no sign. I sometimes have people honking at me to turn when there are peds on the corner next to me.
Colorado is a HUGE state. I'm sure that there is more than 1 pedestrian in the entire state, and how would you be able to tell if one was in a crosswalk in Denver, and you were at a red light in Colorado Springs?
