A Candidate Who Gets 45%of The Vote Might Have A______but Cannot Have A____?

Answers
might have a .... "win", "seat"
cannot have a ... "mandate" or "majority"
If the majority of voters did not vote for the winning candidate, then that candidate can't say that the electorate have endorsed his plans overwhelmingly; he lacks a mandate to do everything he said he would do in his election maniffesto.
