How Do I Safely Put An Eight Inch Hole In A Junk Van Gas Tank?

I've got a junk van that I'm trying to sell to a scrap metal place and they want an eight inch hole in the gas tank. I thought about putting water in the tank to neutralize the fumes but from there, I'm pretty much lost. How do I not blow myself up???
