You will need to know html if you want to build a web page as you have envisaged it. There are many readymade tools e.g. Microsoft FrontPage that allow anybody to build a web page but you will have to stick to a limited number of templates. Html will allow you the flexibility to manipulate text, images and space. Along with html if you are proficient with a tool like Adobe Photoshop then your web page is as good as made.
The web page layout will also be dependent on the functionality and the budget. If there is a generous budget then you could use high level complex programming so that multiple applications are supported on the page. The page could be either dynamic or static. The images and animation on the page will determine the speed with which it loads. There are no set timelines to build a web page. An extremely simple static web page can be developed in a matter of minutes.

First, start looking on the graphics when you are staring to build a web page...It is advisable to maintain your graphic sizes diminutive. When the pixel size of your graphics is too immense, your page loads slowly. Your readers might not wait that long.
