A security deposit was paid to Landlord A for a Section 8 tenant. Landlord A sold the property to landlord B who continued recieving rental subsidies for the tenant. Who is responsible to return the security deposit for the tenant and what should the tenant or section 8 provider do to enforce the return of the security deposit?
