In Solaceon Ruins. First, go to Solaceon. Then, when you are about to enter Route 210, go right. You'll see 3 or 4 Jump Ledges. Jump off the far right one. When you get to the last Jump Ledge, stop jumping. Go right and you'll see the entrance of Solaceon Ruins.
