There isn't really "a best place" but many people may think England, becasue of the rumours of good money. But the fact is, it's hard to make good money, if you don't have the right education.
The reason being is because many people in london have office jobs, which are very well paid, from £40-£60 an hour. However many countries have offices that pay the same amount.

If you are looking for a place that is safe, and well looked after Italy is a very nice place to live. A lot of the people are very freindly, there is constant hot weather, and hardly and attacks/crime, storms or earthquakes.

Though the best way to learn is though person experience ^_^

This is a very broad and openened question. It depends on where you live now and your perspective on other countries.

I would say the UK or Ireland, from personal choice.
The British Isles have everything ( though some would say not enough sunshine). There's beautiful countryside, mountains, sea and historic landscapes everywhere. We have interesting towns and cities with a wealth of architecture from all periods.
As a society in general the British tend to be very tolerant and are blessed with a good sense of humour.

The cultural differences between England, Scotland and Wales make the cultures varied nd the history fascinating. The fact that so many people go abroad on holiday in search of the sun, means that Britain has some of the finest beaches in the world. Harris and Barra have wonderful white beaches with no crowds.
House prices vary from area to area as they do anywhere.
The health service is free and for all the bad press it gets, it is still very good. There is a good education system and plenty of personal freedom regarding politics and personal choice and free speech.
