Yes, copy protection issues are to be studied carefully before attempting to copy DVDs. Keeping a backup copy is not a big issue under the copy protection regulations (within the fair-use principle, but not absolutely permitted). But copying DVDs for any other purposes is strictly prohibited. Of course, DVDs of your own can be copied at any time. Copy protected DVDs may even sometimes not allow you to copy them by hanging the system etc.
If copying is done successfully, they will not run smoothly like the original. Otherwise, also, copying DVDs is not suggested, for they don't produce exact replica. The highest quality cannot be attained from a copied DVD. Digital Millennium Copyright Act (DMCA), USA, enforces stringent norms to fight the booming unauthorized copying of movie DVDs. As per this DMCA, copying DVDs for personal use is also prohibited. Illegally copying DVDs also falls under the jurisdiction of intellectual property law, copyright law, etc. If the original DVDs are not copy protected, then random copying does not call for any legal proceedings.

I would consider this more a gray area. The Fair Use Provision of the Copyright Act of 1976 allows for consumers to copy copy-protected materials. The DMCA does not nullify the Fair Use Provision, but it does prohibit the bypassing or circumvention of copy protection mechanisms such as CSS. So, in the US you can copy a DVD movie for personal use, but you cannot bypass CSS to do so. Further, according to the DMCA, you cannot sell or market CSS ripping technology like DVD X Copy, but as an individual you are not prohibited from owning such DVD copy software. In other words, you cannot sell this type of DVD burning software, but you can own it. The DMCA is Hollywood sponsored legislation designed to keep fat cats fat at the expense of consumer rights. Instead of have you buy a movie once and backing it up or converting for view on a mobile device, they want you to buy the same content over and over again. Further, if you want to copy all you movies, you legally buy any number of DVD copying programs with the best DVD copy software listed and reviewed at: www.dvdxcopy.com
