These things are a scam. I wouldn't cash it. I would report it to the BBB if you have it, and they should be able to tell you where to report it with the treasury dept. Hope this helps, sorry.

If they notified you that you won a lottery, forget about it. I received about 10-12 emails notifying me that I won something or, they want to transfer a large amount of money to the USA but they need your bank account information. They are all scams to get your money and empty your bank account. So spam the notice if that is the topic. Do not trust them with your personal information
