There is a point based system. There is a great shortage of places at colleges and universities and it would be wise to secure an offer of a place before applying for a student visa. You could spend a lot of money to get to the the UK return ticket plus all the new security checks and find there are no places for you and you will have to pay all costs of living until your airline can get you home - which in the UK are very expensive. The chances of finding work are very slim even for people living in the UK. Beware of fake colleges.
