The partition plan of 3rd June also included the procedural terms of the distribution of properties and armed forces of the central government between the two countries. When the Muslim-majority provinces and areas declared to join Pakistan according to the clause laid down in the 3rd June plan, naturally there was the question of the distribution of properties, assets and armed forces between the two dominions. To settle this problem the interim governments of Pakistan and India appointed committees carrying equal members. A tribunal was also appointed with a view to settle the problems if the committees did not come to an agreement with.
A council was formed above this tribunal to enact the policy of distribution. This council consisted of four members of ministerial level, two representing Pakistan and two representing India. Lord Mountbatten who was going to become the Governor-General of India was appointed as the President of the council. The Quaid-e-Azam wanted assurance from Lord Mountbatten that he would continue to perform his duties impartially as the President of the council even after 15th August, when he would be the Governor-General of India. Lord Mountbatten gave the assurance of his impartiality. After 15th August the Quaid-e-Azam himself became the member of the council and worked with Mountbatten to keep balance in the decisions of the Council. The task was yet underway when Lord Mountbatten dissolved the council to make Pakistan deprived of its many justified rights.
