I can't find any records of savings bonds signed by Henry Smith, but I found a little history on Sam Houston, he was the 1st President of the Republic of Texas from Oct. 22, 1836 - Dec. 10,1838.
I would take this piece of paper to a museum curator, as they would know the history of it, and if not they might be able to lead you in the right direction. It sounds like you might have quite a find here. Hope this helps, good luck to you. Remember me in your will. LOL
