Occupy his time and energy otherwise. If he digs for a cool spot to lay then find ways to keep him cool. Freeze water bottles etc. If he does it for fun he is probably bored. Find things he CAN do and praise him for doing those. They make something that looks like a mouse trap to put in existing holes. Makes a loud noise and intimidates the dog. Also give him somewhere he can dig. A sand box so to speak. A kiddy pool full of dirt or something.

In the holes that the dog has dug, bury their poo in there, then cover it with dirt. Usually works
