The red spots with black dots are not herpes. These can be due to contact allergy with razor or underwear. It can be also side effect of medicine. I advise you to visit a dermatologist for differential diagnosis and appropriate treatment.

 I will get that on occasion too...usually razor too sharp or too dull.  I use the mach 3 blades.  This is what I do to prevent it  Shave your legs and armpits a couple times before using it on the bikini area.  THen shave "with the grain" of the hair. You don't get perfectly smooth, but I don't really get the ingrown hairs anymore.  If I need to go to the beach or something and want to be super smooth I will "shave with the grain" then go back over the other way stretching the skin tight.  If the weather is hot you are more likely to deal with that.  They also have by a brand called Bikini zone a cream to put on the freshly shaved area but you have to use it quite often and they also have medicated pads...either that brand or sally hansen. The pads remind me of like Oxy pads but they smell good, dont burn and help with the irritation.  Best advice is don't shave smooth.  If you keep up with it everyday the hair won't be very noticeable.
