First remove all application softwares from control panel>add remove programs and then install the programs again on D drive. Keep in mind that you should have at least 2GB free space on C Drive. You should also have good RAM in your computer, at least 512MB then windows vista will work fine.

You have a branded pc (DELL) than you will be provided with a restoration CD/DVD. It is mostly bootable or when inserted in windows, will give you some kind of message which you have to follow. When the restoration will be complete, you will automatically loose all data on the disk and even the partitions that you have made. Therefore make a backup on DVDs or portable HDD (if you want) and then go ahead.
If you want to create partitions after restorations, you can use Power Quest Partition Magic 8.0.
